Mark API status (experimental, stable, etc) and link to APiChangeGuidelines

Bug Description

We should mark APIs based on their status (Experimental, Stable, anything else?) and refer to https://wiki.openstack.org/wiki/APIChangeGuidelines in the api-site, so that readers know exactly what they can rely on and what they can't.

This is particularly important for compute api v3 which should be introduced by: https://review.openstack.org/#/c/70184
