remove mox in favor of mox3

Apply https://blueprints.launchpad.net/neutron/+spec/remove-mox also to python-neutronclient.

In order to build a path to Python 3.x compatibility, switch over to mox3 in order to remove mox from the dependencies. mox3 is a fork of mox that is Python 3.x compatible.

    Switch over to mox3

    mox3 is a Python 3.x compatible drop-in and allows
    to continue with the porting effort to Python 3.x with
    minimal code changes.
