Admin's Images panel shows only instance snapshots of the project selected on Projects tab

Admin's Images panel does not list instance snapshots of all projects.

Steps to reproduce on a fresh DevStack:
- Login as "admin" and switch to project "admin"
- On Project > Instances create an instance "ins1"
- Create a snapshot "ins1-snap1" of instance "ins1"
- Go to Admin > Images
- You'll see "ins1-snap1" listed (which is ok)
- Go to Projects dashboard and switch to project "demo"
- Go back to to Admin > Images
- The snapshot "ins1-snap1" is no longer listed!

    List all tenant images/snapshots on admin images view

    Admin's Images panel shows only instance snapshots of the project
    selected on Projects tab .
    Add the appropiate filter is_public: None to the list request.
