MAAS' DHCP server is not stopped when the number of managed interfaces is zero

Bug Description

If you configure a DHCP-managed interface on a cluster, MAAS' DHCP server gets started. Then if you change the interface to be non-managed: the DHCP config isn't changed (it still contains the old config) and the DHCP server isn't stopped.
