Locally-integrated menus (LIM) stick to recently restored window even when disabled

Bug Description

If I maximize a window and then restore it, the LIM will appear on the title bar even when the option is disabled under Appearance. The menus will disappear if I open a new window (of any application).

**Steps to reproduce**

 - Open Firefox
 - Maximize it
 - Restore it (via dragging, key binding, or button).

If you hover over the title bar the LIM is drawn. If you open a new window and focus it, the LIM will be gone.
