Waiting point regression

Hello, Since the 1966 revision, we can see a regretion to the way of manage the waiting point. After 1966 revision, if the waiting point is in a track section who does not include a signal, the waiting point is ignored and the "control mode" pass on "out of control", the train stop immediatelly, "emergency break". If the signal is in a same track section that the waiting point the signal pass on STOP state during the time of waiting point. Before 1966 revision, the waiting point had effect on next signal event if the waiting point was not in tne same track section of signal.

Launchpad doesn't really have the right bug status for this issue; yes, it's been fixed, but I don't know by whom or when so it should not really be 'Fix Committed'. In some bug systems, it would be called 'Works for me'.
