Fuel CI should test nailgun on python 2.6

Bug Description

We recently merged a bad patch that was passed in python 2.7, but failed in deployment on python 2.6.

We should either set up a CentOS jenkins slave or use some tricks to get Ubuntu to run python 2.6. Some ideas are here:

I've installed python2.6 packages from on both ss0078 and fuel-jenkins2 slaves from https://launchpad.net/~fkrull/+archive/deadsnakes repos.

Now we use virtualenv with /usr/bin/python2.6 for all stackforge-verify-fuel-web tests.
