Bug Description

Openstack.yaml is one of two necessary things which allows tuning of default parameters for OpenStack deployment. So, several problems which many deployment engineers are facing may be solved by updating just a couple of lines in this file. Let's create an extensive documentation on it.

1/ Is it have to be dev doc or user doc?

2/ How extensive it have to be documents? There're many self-explanatory things.

By the way, some parts of this file are described in dev-doc (e.g. volumes partitioning).
I think we need to describe some use cases, if I want to do X then I need to go to openstack.yaml and change Y to Z.
