Feature Request - add option into maas to force commissioning, install or enlist images to drop into a shell during failure

Bug Description

Currently when there are failed tests during commissioning or enlisting, maas simply informs in the WebUI that the system is in state 'failed tests'. In many occasions it is hard to understand exactly what failed, especially if the problem is related to intermittent causes, such as networking connectivity, etc.

I request that MAAS have a feature implemented whereby the system will not poweroff upon test failures, but will drop into a shell, so that the administrator can debug the failure.

FYI A change landed very recently in trunk shows all the test results in the UI.
