RFE: ability to turn off gerrit notification emails for comments made by robots

Bug Description
If one wants to monitor reviews in gerrit, one approach to this is to receive email notifications of comments made in a particular project. There are some issues with email, but historically this feature has been moderately useful. Over the past few months though, Nova has significantly increased the number of automated test suites running. There are now automated comments posted from official Jenkins, HyperV, VMware, XenAPI, and turbo-hipster. Each comment about pass/fail of a test run from these robots causes a further email to be sent. This has significantly increased the volume of email notifications and decreased the signal to noise ratio.
It would be really very desirable to be able to say that you only want email notifications when a comment / action is made by a human. ie exclude email for any comments made by a testing robot.
