[sys_tests] OSTF tests "Check stack autoscaling" fails with "Instance was not created" error

The test waits while an instance to be bootstrapped. And once it finishes the fails with "Instance for the ost1_test-299740317 stack was not created." error.

There is following condition in OSTF code: "if instance.name.startswith(stack.stack_name):"
But an instance name looks like "os-82758182-AGroup-p7ilcoeeansa-AGroup-0-6iqlp7r65p3b" , stack name : ost1_test-299740317

    * wrong method invocation
    * attribute errors
