Contributing testing doc needs updating

When following the doc page http://docs.openstack.org/developer/ceilometer/contributing/source.html to set up testing of Ceilometer, I ran into a couple of missing dependencies.

mysql_config is not found
Package libffi was not found in the pkg-config search path.

It would be nice to to help user get over these dependencies.
