SSH key - import - dosen't check for duplicate keys

Bug Description

1) How to reproduce:

In the "Update SSH keys" -> https://launchpad.net/+me/+editsshkeys the import function multiple times the same key without notification that it already exist. I have pasted the same content 3 times and added it 3 times.

2) Expected behavior:

a) Warn the user that the key already exist if is exactly the same key.
b) if the key only differ in the comment replace the anterior comment with the new comment.

Today I delete my old key, and added the new one five times, and the list show 5 times the same key.

So we could de-dup automatically. LP wouldn't be better though if we simply errored on duplicate keys. The status quo has less code and more reliable than any other combination.
