By including local in flake8, certain config files fail

Bug Description

As part of the integration of Tuskar-UI into Horizon, a file is copied that starts part of the Tuskar-UI infrastructure. With that, when tests are run using tox and ./run-tests, they will fail on the flake8 verification due to lack of headers in the configuration files:
