Bug Description
In some cases, the neutron metadata agent fails at startup.
This causes key injection failures when metadata is used rather than config drive or file injection.
Devstack currently does not return an error when neutron agents fail. It would be also good to log which agents are running in order to quickly diagnose failures.

This happened however only 7 times over the past week. The failure might go unnoticed in gate jobs when metadata is not being used for key injection.
