Include new section 'Create a Router' in the End User guide

The existing User guide is missing the section 'Create a Router'. Need to include the dashboard and CLI steps to do the same.

    Included new section 'Create a router' in the Dashboard chapter

    Updated the End User guide to include 'Create a router' section in the
    dashboard chapter. Also included section intro and updated the title to make
    consistent with other section titles.

    Updated the 'Create and manage networks' section in the CLI chapter of End User
    guide to include procedure for creating a router.
