System can't be halted or rebooted properly

Bug Description

Got a new server board: Asus ASRock E3C224.

Configuration is 2x8GB ECC RAM (Kingston Server Premium RAM)
Xeon E3-1220v3
Intel C224 chipset.

Using the original 3.2 kernel, this system can be turned off using the halt command; and will properly reboot following the use of the reboot command.

(note: the 3.2 kernel didn't support the intel i210 NIC, so had to install drivers from intel)

Using later kernel however, such as 3.8 linux-lts-raring.

issuing the halt command doesn't turn off the machine: it stays on, and on the screen shows "system halted"

Trying to reboot the machine however, will turn it off; and you have to go and press the power button.

Expected result:
- halt: will halt the system and turn off the machine
- reboot: will reboot the machine

pretty much like what 3.2 kernel does

same issue as with 3.8

Jean-Yves Avenard, as per http://www.asrockrack.com/general/productdetail.asp?Model=E3C224#Download an update to your BIOS is available (2.10). If you update to this following https://help.ubuntu.com/community/BiosUpdate does it change anything? If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so posting this on the old BIOS would not be helpful.

Hi.

Sorry for the late answer.

Upgraded to bios 2.10.

The good news is that reboot now works with kernel 3.13.
halt still doesn't turn off the unit, it exhibits the same behaviour as earlier.

The bad news however now, is that I can't turn it off with kernel 3.2 either now.
And "Power Off - Orderly Shutdown" from the IPMI interface fails all the time now (it used to work with BIOS 1.40 and kernel 3.2)

Jean-Yves Avenard, could you please test the latest upstream kernel available from the very top line at the top of the page (not the daily folder) following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For example:
kernel-fixed-upstream-3.16-rc2

This can be done by clicking on the yellow circle with a black pencil icon next to the word Tags located at the bottom of the bug description. As well, please remove the tag:
needs-upstream-testing

If the mainline kernel does not fix this bug, please add the following tags:
