Need a way to reduce logging level in FakeLogger

Bug Description

The current default logging level for FakeLogger in openstack/common/test.py is INFO. This results in quite a bit of extraneous output in the Heat unit tests. There is no way to reduce the logging output to WARNING.

If you come back to this, please resubmit the change against the oslo.test library instead of the incubator. The incubator version of this module is frozen while we graduate the library.
