Preset values of date picker fields in Resources Usage Overview can be confusing

To reproduce the isssue:

1. Go to Admin > Resources Usage Overview.
2. Select "Other" in Period drop drown. From and To fields appear with no dates selected.
3. Select far back dates (when the environment did not exist) for both From and To. This should cause the message "No data available." appear under "Statistics of all resources".
4. Change the value of Period drop down to "Last day". "Statistics of all resources" should be refreshed with the appropriate graph.
5. Change the value of Period drop down back to "Other". From and To fields appear with dates previously set. However, the "Statistics of all resources" area is not refreshed. This can be confusing as it could imply that the shown statistics is for the date range shown. Even though the statistics is for the previous Period drop down selection.

Suggestion is to blank out From and To fields every time "Other" is selected on Period drop down.

    Clear date picker fields every time 'Other' Period is selected

    In subsequent selections of 'Other' from Period field in Admin > Resources
    Usage Overview panel previously picked dates for From and To fields remain.
    This patch is to clear those fields every time 'Other' is selected, as
    preserving the values could be confusing.
