maas-test looks for active dhcp server but fails to find it

Bug Description
To recreate:
Install saucy on a machine
install and configure maas and maas-dhcp and maas-dns on that machine
Verity maas works and hands out dhcp.
Install maas-test on same machine
run maas-test
What I found was that maas-test says it's looking for competing dhcp services but it fails to find the running maas-dhcp service. Following that, maas-test issues the power-on command to the BMC address to do the enlistment test.
What happens next is that the server powers on, but ended up with an ip address from the main maas dhcpd service, NOT from maas test.
I verified this by noting that the server was attempting to pxe with an IP of 10.0.0.16 (on my main maas lan 10.0.0.0/24) instead of on the 192.168.
