Bug Description

When doing an HA install, keepalived is configured for two vrrp groups: 50 51. These IDs are hardcoded in /usr/share/puppet/modules/openstack-ha/manifests/load-balancer.pp. This has the potential for conflicts if a different VRRP cluster (another HA cluster, or even router) are configured with the same group ID. It would be useful to make this number configurable in the user.%scenario%.yaml file.
