[Stop Deployment] Not all settings can be changed after successful stop deployemnt

Steps to reproduce:
1. Create simple cluster with one node (controller), Flat nova networking, default network settings.
2. Deploy env
3. Invoke stop deployment while nodes are provisioning
4. Wait until stop deployment finish with success
5. Re-configure interfaces
6. Change disks configuration save
7. Navigate to Networks tab
8. Change settings from flat to Vlan try to save

Current result:
Message server error, see logs shows. Logs do not have messagae with ERROR level. web console shows 403 error on update.
Try to leave tab without settings - receive another error (see attached images) and attached logs
