Bug Description
If a malformed timestamp is passed in either the 'starttime' or 'endtime' GET parameters to the /api/activeip API call, the backend crashes with a ParseError from the iso8601 library.
Apparently, the API tries to catch ValueErrors, while the raised error is a ParseError instead.
