[7.0] new auto-installable modules are not installed automatically

Bug Description
On a migrated 6.1 database with sale and stock installed, the glue module sale_stock does not get installed automatically. It should probably be forced in the sale module migration script by setting that module's state to 'to install'. Note that in 6.1, sale depends on stock so it can always be safely installed.
