gcc-arm-linux-gnueabi 4.6.2-7 does not successfully build the latest LEG UEFI EDKII code

In building the latest LEG UEFI, the gcc-arm-linux-gnueabi v/4.6.2, fails during the link process. When moving to gcc v/4.8, the 32-bit platforms build successfully. Note: The AArch64 Platforms also had an issue with gcc v/4.7 and when migrating to v/4.8, the platforms built successfully.

We need to set up proper CI jobs for various toolchain versions. Suggest doing this during June sprint in Cambridge.
