svn-import uses a progress indicator that is based on the number of
branches imported. Not all branches necessarily have the same size and
when using a shared repository, they all share revisions so the first
branches import the bulk of the data whereas the rest builds on that
data.
The progress indicator should be based on the number of revisions
imported when using a shared repository.
