crm shell is no longer part of the Pacemaker source tree

Bug Description

According to the README on the Pacemaker source repo (https://github.com/ClusterLabs/pacemaker), there is a statement indicating that crm shell should be downloaded separately. This is not reflected in the OpenStack manual. I suggest adding the crmsh package to the list of packages required for install.
