microcode.ctl (1.18~0+nmu2) package doesn't have /usr/sbin/microcode_ctl file

Bug Description

In ubuntu 14.04, I can't run microcode_ctl command.

the steps to reproduce this issue in ubuntu 14.04:
root@SKBM4SDP:~# microcode_ctl
The program 'microcode_ctl' is currently not installed. You can install it by typing:
apt-get install microcode.ctl
root@SKBM4SDP:~# apt-get install microcode.ctl
Reading package lists... Done
Building dependency tree
Reading state information... Done
microcode.ctl is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
root@SKBM4SDP:~# dpkg-query -l|grep -i microcode.ctl
ii microcode.ctl 1.18~0+nmu2 amd64 Intel IA32/IA64 CPU Microcode Utility (transitional package)

The reason:
the microcode.ctl (1.18~0+nmu2) package doesn't have /usr/sbin/microcode_ctl file

It is an empty package as designed. This is a transitional package, microcode.ctl is no more.

Please refer to the intel-microcode package's documentation.
