Bug Description

Incorrect instance count shown in overview page

Steps to Reproduce the problem
1. Perform provisioning and deletion of the VMs
2. Check the Horizon home page for values
3. Horizon shows 95 active instances
4. VCenter console shows only 20 instances
5. The values are not updated after more than an hour .

Incorrect behavior
Incorrect data displayed in Horizon

Expected behavior
Data should be accurate to reflect the actual active instances

Note that the Overview page shows the number of active instances *for a specific time period* (usually the current month by default), not at the current moment / point in time. The results come from the `nova usage` command.

Using vcenter with horizon is something that may not be possible to easily reproduce by many developers using devstack. Can you verify that this is indeed a horizon problem, i.e. that the data shown in horizon is inconsistent with 'nova usage'?

Hi! My Project Overview (http://controller/project/) page shows a Instance that does not exists anymore.

I'm using IceHouse with Ubuntu 14.04.1.

In my devstack setup, overview page is showing me 86 instances whereas I have no instances deployed at the moment. "nova list --all-tenants" shows none.

If I launch a VM now, the count goes up as usual and terminating reduces the number too but It doesn't reset the actual number of instances.
