Bug Description

As seen at https://answers.launchpad.net/pytz/+question/9332 ,
Python examples are detected as quoted text and hidden.

This is rather odd given this is a Python application written by a Python
shop :-/

After some review of how email is being quoted in bugs, I will restrict quoted text matching to two levels deep. Lines that start three or more quote levels like python (>>>) and diff (>>>>>>>>>>) will not trigger the folding rules. Three or more quote characters inside a 1 or 2 level quote will be folded with its parent quote.
