GDK_WINDOW_TYPE_HINT_SPLASHSCREEN windows should get the top layer

After upgrading to Hoary the Gimp splashscreen no longer appears. If possible,
let me know how can I check why this happens so that I can submit more information.

it's not displayed at all or just behind other windows ?

You're right: it shows up behind other windows. If I minimize everything the
screenshot is displayed.
