texlive-binaries is suggested when trying to run 'mktexfmt', but does not provide it

Bug Description

On Linux Mint 16, the package manager recommends installing "texlive-binaries" when user attempts to run "mktexfmt", but that package does not provide any such program.

Workaround: the package "texlive-base" actually provides mktexfmt.

Fixed since at least Ubuntu 16.04 / Mint 18.x - just tested it
