Bug Description

This document says:

"provider:network_type local means that Networking does not have to realize this network through provider network. "

What does that even mean? What does a "local" network type imply? I would assume that it means a network that cannot span more than a single physical host, but this document appears to be discussing a multi-node install, so it's not clear. This question came in #openstack.

This description doesn't make sense as written, because it appears to say "a 'local' provider network is a provider network that is not realized through a provider network".
