Bug Description
Not cool.
Steps to reproduce:
neko@neko-N750JV:~$ kill -USR1 244463
bash: kill: (244463) - No such process
neko@neko-N750JV:~$ sudo kill -USR1 244463
neko@neko-N750JV:~$
Not sure that this is in 'procps' package however apt-file reports that kill is in there.
