Quota fields differ between Update Default Quotas dialog and Quota tab of Create Project dialog in the portal

The list of values for which quotas may be set differs between the "Update Default Quotas dialog" (Admin --> Defaults) and the Quota tab of the "Create Project" dialog (Admin --> Projects --> Create project) in the Horizon portal. Fields "Injected File Path Bytes" and "Key Pairs" appear only in the Update Default Quotas dialog. Fields "Security Groups", "Security Group Rules", "Floating IPs", "Networks", "Ports", "Routers", and "Subnets" appear only in the Quota tab of Create Project. I believe these lists should be the same, or possibly the Create Project list should be a subset of the Update Default Quotas list.

Similar bugs have been reported before, see bug 1210533. In this particular case, I can see you're using Neutron quotas and Neutron security groups. Unfortunately Neutron doesn't provide an API to get to the default quotas at the moment, even for read-only (cf. bug 1204956). Since it's possible for the Neutron default quotas to be defined in a configuration file, I'm not sure that an update API will exist until maybe a new API version is created.
