Ugly background tint for GtkFrame inside a tab

Bug Description

gnome-control-center 1:3.6.3-0ubuntu45.2, Ubuntu 13.10

1. Open the "Sound" panel.
2. Flip through the tabs and look at the listboxes and sliders.

What you see: the background is tinted darker than the rest of the tab
(a) above all listboxes
(b) to the right of the "Play sound through" listbox
(c) to the right of the "Record sound from" listbox
(d) behind all sliders.

What you should see: The background color in these areas is the same as the rest of the tab.

Marking the g-c-c task as wont fix since we will just be using vanilla upstream. If someone wants to do the same fix in g-c-c then feel free to reopen that task.

Turns out this is a bug in the Ubuntu theme's styling of GtkFrame, not a bug in either -control-center. You can also see it in software-properties-gtk, behind many of the checkboxes and a few of the listboxes.
