Mysterious unlabelled switch next to volume slider in "Sound"

Bug Description

In the "Sound" panel, the volume slider has a switch next to it. This switch is unlabelled and its purpose is not at all obvious.

It turns out that this switch is for muting sound, and not for, say, allowing volume to be increased beyond 100%.
