Bug Description

Please include in Fuel possibility of Verification IPs that will be used in New environment.

The situation:
I have already deployed 2 environments. The nodes from these environments partially will be used in new installation of openstack. Other nodes, as i thought, were removed from my access and everywhere.
I have had about ten failed deployments, with unknown error, every time i had new bug.
The problem was, that ip-adreses was already used.

Need to check that new IPs in storage, management and admin segments are clean and ready to use.

It can be implemented as a separate network checking task. Need a BP for it.

Alexey, why did you increase to High? It actually affects a user only if there is "dirty" environment.
So actually similar issue would be to have another DHCP in Fuel Master Admin PXE network or incorrect configuration of switches.

Basically, I agree with Andrey:

I'd rather close this once there is bp for it.
