there are no corosync logs on the controllers

There are files like /var/lib/corosync* and /var/lib/ha* but they are empty.

This leads to difficulty troubleshooting issues and errors. This is especially an issue in some mult-L3 topologies where it is possible to to for fuel's syslog to loose track of the node.

    Enable corosync log to pacemaker.log locally

    In order to collect HA logs locally as well to syslog,
    use either corosync logfile option or custom rsyslog
    template, but not both.

    This patch enables custom rsyslog template for
    pacemaker.log to avoid messages duplicating in daemon.log.
