there are no neutron logs on controller nodes

There are files in /var/lib/neutron/* but log messages don't show up in them

This leads to difficulty troubleshooting issues and errors. This is especially an issue in some mult-L3 topologies where it is possible to to for fuel's syslog to loose track of the node.

cannot reproduce neither for HA, nor simple envs with Neutron.
