Remove 'openstack-utils' from list of packages to install for Cinder

For RHEL-style distributions, the installation guide installs the 'openstack-utils' package in the basic OS configuration chapter and references the 'openstack-config' utility well before the Cinder chapter. Therefore, I think we can remove it from the list of packages to install for Cinder.
