CLI should check that -a and -r items are formatted properly

Bug Description
If it doesn't do this check, the TS returns a 500 error when trying to
create a ticket. That returns a horrible error to the user:
ubuntu-ci ERROR Cannot reach the server at
http://
(/home/
accessible from this machine? (INTERNAL SERVER ERROR).
We should probably check the -a and -r's and make sure they are valid in
the CLI before shipping them to the TS and print a proper error if not.
