Windows installer failes [1.3.0]

Bug Description

Running windows 8.1 (64-bit).

Downloaded bzr-explorer-setup-1.3.0.exe and installed it with "create desktop shortcut". The result was no shortcut and no .exe to start bazaar, only unins000.exe. Tried a secound time and now chossed to not create desktop shortcut but still no main .exe file.
Would say this one is critical.
