netns_cleanup_util cannot make a difference between l3-router namespaces and qdhcp namespaces

Bug Description
If you stop an neutron-l3-agent, and you want only the qrouter-* namespaces cleaned up, you can't.
If you stop a neutron-dhcp-agent, and you want only the qdhcp-* namespaces cleaned up, you can't.
I propose adding a switch to this tool, so we can properly select which type of namespaces we want to clean up (--l3-namespaces --dhcp-namespaces).
This is important in the context of HA setups or during setup & testing, where you may want to stop the service in one node, while it runs on another.
