Update or patch GLib so that we get rid of popt

"The bug which is keeping us with popt has been recently fixed.

This means we can remove several kb of code and remove one of our
dependencies by changing command line parsing from popt to GOption.

Since the bug was Windows-specific, we can do this once the next
stable version of glib is released."

Options:
1. Wait until GLib-2.40 is out.
2. Patch the current devlibs GLib (2.28.8) with the diffs attached to the bugzilla report.
