Bug Description

Dear Developers,

I tryed building a custom Ubuntu 14.04 live CD, based the current daily live CD from cdimage.ubuntu.com server the current directory.
Basicaly, my builder script doing following shortly:
1. In chroot environment install all upgrades.
2. Install some extra applications and accessibility settings related packages with need me.
When ran upgrading whoopsie in chroot environment from 0.2.24.3 version to 0.2.24.4 version, happened the summary field reported error.
Of course the required filesystems mounted in chroot environment (dev binded to /dev directory in the source system, /proc, /sys directory mounted in the chroot environment. Logical why happened this issue, because in chroot environment of course the whoopsie service not running.

Possible fixing this type error in the package to not happening this issue in chroot environment, or I need using a special technique to prevent this issue?

Creating the symlink manually with
   ln -s /lib/init/upstart-job /etc/init.d/whoopsie
allows the upgrade to complete.
