Which interface to bind maas-region-controller to should be a debconf question

Bug Description

At the moment the MAAS installer prompts the user to run `dpkg-reconfigure maas-region-controller` if they want the region controller to be installed on an interface other than that to which the web UI is bound.

This should be a high-priority debconf question during installation so that the user doesn't have to reconfigure the region controller package manually.

MAAS should really have two network interfaces, in most default cases. And here, this option would be essential...

As previously discussed, the requirement is not to have any debconf questions on package install.

In cases where there is no clear "best default", a high-priority debconf question is warranted. If the package is being installed on a machine with multiple configured network interfaces, I don't think we have a clear "best" answer. OTOH, I think that if there is only one interface, then it makes sense to default to that and not bother the user.
