installing with emacs-snapshot results in "install script failed"

Bug Description

I have two (or more) versions of emacs on my machine.
When I try to install apel, I get an error from dpkg: (exhibit 1). Because apt keeps trying to set up apel, I need to remove it or get a daily complaint about unattended-updates failing.
The setup log is attached as exhibit 2.

The 'real' problem is that emacsen-common returns a non-zero status when one package+flavor fails to compile. IMNSHO, a situation where emacs24+apel is installed and emacs-snapshot is simply not there would still be a stable installation. Yes, I would want to know about the compile failure, but it is not a broken install!
