Change syslog protocol during deployment from UDP to something more reliable

Both our customers and engineers encountered the following issue:

This is one of the related issues, came from the bug above :

Puppet, during the deployment process, may switch admin network NIC down in case of VLAN and GRE segmentation to configure VLAN settings.
While admin NIC is down, syslog is not able to deliver part of the puppet-apply log to master node since it uses UDP.

This part of the log gets completely lost.
