The "Submit" button in Overview doesn't seem to work

Go to Admin -> Overview, or Project -> Overview select a date, and click "Submit" button, then the "Submit" button is disabled, but the Usage info below doesn't seem to respond to the new date range accordingly.

The button gets disabled but I don't see any AJAX call going out. We definitely want to fix this during Icehouse.

Would be good to also disable the submit button when the end date is before the start date. But that is a separate issue.

Now can not select end date before the start date,and if you select start date after end date,
the end date auto changed,auto add one day.
